Nile traffic.The lock at Esna is the only lock you pass through between Luxor and Aswan, but with 300 cruise boats on it at any time, it gets quite backed up. They are presently expanding the locks to double capacity from two to four boats at a time, though in the meantime there's generally a long wait, during which time some entreprising vendors prey upon the waiting tourists.
